The Wisconsin Department of Health Services (DHS), Division of Public Health (DPH) is recruiting to fill aDataQualitySpecialist and aData Acquisition Specialistwithin the Office of Health Informatics in Madison, Wisconsin.

Position Summary:

Data Quality Specialist:

This position will design, implement and monitor quality assurance processes as well as support contractors and DPH program staff working to ensure the integrity of 60 separate data sources described in the Data Sources Repository. DPH Senior Leadership will prioritize the importance of addressing quality issues and this position will oversee DPH staff and contractors in the corrective efforts on these internal datasets. This position will also work with Senior Managers to communicate issues with data not owned by DPH and will provide analysis of the impacts. When quality issuesinvolves data from outside of DPH, this position will communicate with the data owners through the program requiring the data. This position will prepare data for dissemination in accordance with Division of Public Healths data sharing policies to a wide variety of federal, state and local agencies. This position will regularly respond to requests for data and special analyses and produce special reports. This position will coordinate customer access to existing data; manage data dictionaries and metadata catalogs for the DPH's data sources, identify and implement policies and procedures to enable user access to data and ensure data security requirements are met.

Data Acquisition Specialist:

This position will design, develop and implement procedures and software to provide data to DPH business processes that have been identified ashaving additional data needs. DPH Senior Leadership will prioritize the current list of about 100 cases in which a DPH process has adata need, and this position will work with and support DPH staff and contractors in making the data available, as well as documenting the new data source in the DPH Data Sources Repository. This position is responsible for assuring that any solution proposed to solve an unmet data need is vetted by the program area being served. Many of the new data sources are outside of DPH. This position will migrate the data imports and exports required to satisfy unmet data needs to the existingsupport staff when they are production ready.

Minimally qualified candidates will have:

  • Experience or training developing data requirements and specifications.
  • Experience managing data or metadata in a healthcare or health services setting.
  • Experience with data quality control for public health or healthcare data.
  • Experience working with statistical or data management software such as SAS, SPSS, SQL, etc.
  • Experience managing relationships, coordinating initiatives and communications with data management vendors or business area partners such as data owners, stewards or analysts.
  • Strong analysis and problem solving skills.
  • Ability to effectively present complex technical information in a clear and concise manner.
  • Effective communication skills.

    In addition, well-qualified candidates will have:

  • Experience providing technical assistance or training related to data management.
  • Experience proposing system developments or modifications.
  • Experience developing data-related policies, standards, or best practices.
  • Experienceinterpreting and applyingrules, policies, or procedures governing the protection and release of personally identifiable information.
